§ 14-180. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Capital costs includes planning, engineering, acquisition and construction costs of capital improvements, including debt service costs on bonded facilities, but does not include routine maintenance costs or operational costs.

    Capital improvements includes land acquisition, site development, equipment, or other facilities used to provide parks and recreation facilities, police protection, fire protection, water and wastewater treatment facilities.

    New development means any construction that creates one or more units, as provided in the schedule herein of land use. The term "new development" excludes an addition to any existing unit if no net new units are created.

    Person includes an individual, a corporation, a partnership, an incorporated association, or any other similar entity, and shall include all public entities.

    Road maintenance includes grading, clay, etc., on all roads.

    Town manager includes the town manager or his designee to carry out the administration of the town's business.
